Speaker – Joseph Nicolette, Vice President, Planning and Ecosystem Services Division Lead

Mr. Nicolette will present an overview of a NEBA-CA; ecosystem services; and their application to offshore decommissioning.  Mr. Nicolette has 30 years of experience in the development of NEBA and its expanded application into the offshore decommissioning arena. He co-authored the first formalised framework for NEBA, incorporating ecosystem services. His experience includes NEBA and ecosystem service experience in over 15 countries with offshore decommissioning associated work in the North Sea, Gulf of Mexico, Australia, and the Gulf of Thailand.

A NEBA-CA is a comparative assessment approach that assists stakeholders in balancing the risks, benefits and trade-offs associated with competing alternatives. For example, within the decommissioning process, competing alternatives can include complete removal, partial removal, conversion to other uses (e.g., rigs to reefs), or a combination of these alternatives. A NEBA-CA is like a cost-benefit analysis (CBA) in that it is a systematic process for quantifying and comparing the benefits, risks, and costs between competing alternatives. However, a NEBA does not rely solely on monetisation, but also includes a variety of non-monetary environmental metrics, as well as risk assessment quantification. A NEBA is similar to a CBA in that they both consider time accumulated ecosystem service flows (i.e., benefits and costs over time). As such, in implementing a NEBA-CA it is important to identify the primary alternatives that will be evaluated so that they can be compared for their ability to maximise environmental, social and economic benefits while managing site risks.
