Our coastal waters are littered with legacy ordnance from military conflicts, posing threats to underwater pipelines and cables, particularly those associated with near shore developments in offshore wind, carbon storage and oil and gas. This session will feature speakers presenting on latest approaches and technologies to mitigate their impacts.

UXO Risk Management & Consenting in the context of Subsea Transmission

Ed is a Marine Energy specialist with >10 years of experience in the assessment, consenting, development and construction of marine-based infrastructure projects, specifically within the energy sector. A Chartered Environmentalist, Chartered Marine Technologist and Chartered Water & Environment Manager, Ed has a range of consenting experience, including several Nationally Significant Infrastructure Projects. Ed’s experience encompasses subsea cables, offshore wind (including FOW), CCUS, nuclear new build and a range of other coastal energy technologies where UXO risk management has been required. For the last ~6 years, Ed has been embedded within two major HVDC subsea cable projects for National Grid Electricity Transmission – this has involved navigating the potential risks posed by UXO, and ultimately movement toward ALARP

Lee Wasling, Business & Projects Development Manager, EODEX

Advances in UXO Survey and Identification

Lee Wasling is Business & Projects Development Manager at EODEX and a Member of the Institute of Explosive Engineers. Following a Royal Navy career in explosive ordnance disposal, he transitioned to the offshore sector, specialising in UXO risk management and seabed clearance. With over 26 years of experience across commercial and defence projects, he combines operational expertise with a strong track record in business development.

The Society for Underwater Technology (SUT) delivers a foundation-level Subsea Awareness Course (SAC) that is suitable for personnel across the full spectrum: Operators / Developers, Contractors, Technology suppliers and other interested organisations, for example; Government, Legal, Finance, and Engineering Houses.

This course provides underpinning knowledge for new entrants in the subsea sector of the offshore energy industry, as well as offering a refresher for experienced professionals seeking to update their knowledge.

Course Description

The course is delivered by experienced personnel from across the sector from Operators / Developers, Contractors and Technology Suppliers many of whom are recognised authorities within their organisations providing deep insight to the complete lifecycle of a subsea asset in both oil and gas and offshore renewables; covering design, installation, operations and ultimately decommissioning.

The course offers a balance of classroom and site visits to manufacturing plants and operating centres, thereby providing a broad spectrum of opportunity to engage and share knowledge with our highly experienced and respected industry personnel.

  • The course has been run by the SUT since early 1990s, with continual refreshing to reflect the changing technological developments over the period and is geared for industry personnel who wish to expand their knowledge of offshore energy subsea systems.
  • The modules are delivered by experienced personnel from Operators, Contractors and Technology System Suppliers to offer broad and ranging perspectives of the sector.
  • Whilst most of the course will be presented in a ‘classroom’ environment, the sessions will be interactive, with the opportunity to ask questions and discuss what has been learned. In particular, hands-on and visual components have been included wherever possible to enable delegates to view software models and products designed for subsea service.

  • New Entrants who are already technically qualified but are just entering the offshore energy industry and / or the subsea sector
  • Technically qualified, experienced personnel who require to undergo a technology transfer and conversion process from another relevant discipline into the subsea sector
  • Personnel who have worked in subsea earlier in their career and appreciate the benefit to be had from a refresher course that includes exposure to the latest technologies and techniques

This event examines responsibilities, risks, and future innovations to safeguard the vital networks beneath our oceans.

Surveillance and Protection of Underwater Infrastructure – Chris O’Flaherty, Nautical Institute

Chris O’Flaherty is an underwater warfare specialist and a former head of the Royal Navy’s warfare evaluation and tactical development centre. He will discuss the core factors to be considered when developing strategies for the surveillance and protection of underwater assets, including some technological options and the associated balancing of risk, reward and investment.

 

Safeguarding Subsea Infrastructure: Challenges, Responsibilities, and Future Innovations – Jon Capanda, Wood PLC

Jonathan Capanda is a Subsea Project Manager with a background in pipeline and subsea engineering, his expertise is in Emergency Pipeline Repair Strategies and over the last few years has a growing interest in subsea infrastructure protection

The sabotage of the Nord Stream pipelines in 2022 exposed the vulnerability of Europe’s critical energy infrastructure, a concern reinforced by subsequent incidents involving the Finland–Estonia Baltic Connector in 2023 and many more incidents to subsea fibre-optic cables. These events underscore the growing threat of cold war “style” tactics, prompting governments and industry stakeholders to adopt urgent monitoring and protective measures to safeguard critical infrastructure.

For the past three decades, relative geopolitical stability has enabled the cooperative development of energy infrastructure. However, the recent rise in incidents may signal a shift toward “grey zone” activities, with implications for legislations and regulation, design standards, project risks, and the capital and operational costs of future infrastructure projects.

Wood explores the industry’s current position within this evolving threat landscape, focusing on:
